Vicki Snell – Governing Board Member, NMUSD, Trustee Area 1
For the past 6 years, it has been my honor to serve as your trustee. I am dedicated to providing a rigorous data-driven PreK-12 curriculum that addresses the needs of all students, opportunities for elementary and secondary career technology education, providing strong arts/music programs, and making fiscally responsible decisions that support district goals.
I understand the issues and needs confronting parents and students in both elementary and secondary schools. My children attended K-12 in the Estancia Zone, and I continue to be the parents’ voice through my service to our community including:

During my tenure, the Board instituted trustee term limits and trustee area boundary adjustments to insure area equity as well as establishing Trustee Area 7 as minority majority voting block. California Smarter Balance Assessments (SBAC) results showed NMUSD students grew 9 percentage points in meeting or exceeding ELA standards and 7 percentage points in Math standards. Individually, 22 of our schools showed growth in both ELA and Math with 12 schools showing double digit growth in “both” subjects including our Area 1 elementary schools: Adams Elementary, California Elementary, and Killybrooke Elementary.
District-wide, we improved programs and facilities including completion of air-conditioning at all our schools, upgraded athletic fields, security/safety protocols/fencing, two middle-school enclaves, two theaters, and established multiple Career Technical Education (CTE) pathways.
Adams Elementary SBAC scores have shown a 22% growth in ELA and a 28% growth in math over the last five years. The California Positive Behavior Interventions and Supports (PBIS) Coalition awarded them a Silver PBIS Implementation Award for their program. They modified their Modern Scholars Program with STAR (Success Through Academic Rigor) rotations based on individualized needs for success including GATE study showcase, Socratic seminar, and additional enrichment programs.
We are all proud of California Elementary School becoming a California Distinguished School. Student SBAC scores have shown a 14% growth in ELA and a 12% growth in math over the past five years. They continue to grow their outstanding performing arts and music program and will benefit greatly by the new Estancia Performing Arts Theater.
Killybrooke was awarded the 2020 California Distinguished School, Silver PBIS Implementation Award, and recognized as a high-performing Honor Roll School nine times. They continue to show double digit growth in both ELA and math SBAC test results. They continue to grow their special enrichment activities.
TeWinkle Middle School has an Engineering Program with new classrooms and media lab, and Estancia High School has career technology programs in Engineering, Medical, Construction/Manufacturing Technology, and Media Arts with supporting classrooms, workspaces, manufacturing equipment, computers and labs. These 4-year programs provide options for students to continue with college, certificate programs or directly enter the workplace through our partnerships with trade unions and commercial businesses. Drama, arts, and music programs continue to grow, and I look forward to building our new Estancia Theater (currently in design) to benefit our entire zone.
Athletics are important for students, and I’m proud of our new Estancia Aquatics Center, tennis courts, weight room and improved athletic fields, and new turf field sans Mustang in our Jim Scott Stadium.
We were able to accomplish these facility and security improvements, academic supports, and technology education while remaining fiscally responsible, maintaining a AAA credit rating, and reducing $140 million in costs to taxpayers by restructuring existing bond debt.
This is a challenging time for our students and our country. As your trustee, I bring the experience needed to ensure effective learning environments, safe schools, social/emotional support, address equity, and continue to inform and listen to parents. I have extensive experience both in elementary and secondary, the ability to dedicate my energies full time, knowledge of school governance and finance, and a long-standing connection to my community. I am the best candidate to represent our students, families, and community.
